From Unholy Nation Wiki
Head the the ET Center Shop hallway and talk to the red fish man seen below.
Then travel to the football field to the west of Delta, and dig around the north touchdown zone until you find Drago's scroll.
Head back to the red fish man to get the Dive skill!
